Δήλωση Υπουργού Άμυνας Κυπριακής Δημοκρατίας κ. Χαράλαμπου Πετρίδη

Με μεγάλη μας χαρά φιλοξενούμε σήμερα στη Λευκωσία την 3^η  συνάντηση Υπουργών Άμυνας Κύπρου, Ελλάδας και Ισραήλ.

 

Η συνάντησή μας λαμβάνει χώρα στο πλαίσιο του τριμερούς μηχανισμού συνεργασίας που αναπτύσσεται τα τελευταία χρόνια, κτίζοντας γέφυρες εμπιστοσύνης μεταξύ των χωρών μας.

 

Θα ήθελα να ευχαριστήσω θερμά τον Υπουργό Εθνικής Άμυνας της Ελλάδας, κ. Νίκο Παναγιωτόπουλο, όπως επίσης και τον Αναπληρωτή Πρωθυπουργό και Υπουργό Άμυνας του κράτους του Ισραήλ κ. Benjamin Gantz, για την παρουσία τους εδώ.

 

Η σημερινή συνάντηση των τριών χωρών αποτελεί έκφραση της κοινής μας βούλησης να συνεχίσουμε τις δράσεις στον τομέα της Άμυνας και Ασφάλειας με στόχο την προώθηση της ειρήνης, της σταθερότητας και της ασφάλειας στην Ανατολική Μεσόγειο.

 

 

Να προβάλουμε το αμοιβαίο όφελος που απορρέει από τις σχέσεις καλής γειτονίας, όταν αυτή στηρίζεται στο σεβασμό του διεθνούς δικαίου και να διασφαλίσουμε συνθήκες ασφαλείας για τις συνέργειες που προκύπτουν από τις ενεργειακές προοπτικές της Ανατολικής Μεσογείου.

 

Σήμερα αποφασίσαμε τρόπους ενίσχυσης της συνεργασίας μας, όπως η υλοποίηση κοινών εκπαιδεύσεων και ασκήσεων που περιλαμβάνονται στο Πρόγραμμα Τριμερούς Συνεργασίας 2021 και η θεσμοθέτηση επιτροπών σε επίπεδο Υπουργείων Άμυνας για αξιολόγηση και επιλογή νέων τομέων συνεργασίας.

 

Παράλληλα, συζητήσαμε τις εξελίξεις στην περιοχή μας. Τόσο εγώ όσο και ο κ. Παναγιωτόπουλος ενημερώσαμε τον ομόλογό μας για τις επιθετικές ενέργειες της Τουρκίας στην ΑΟΖ της Κύπρου, στις θαλάσσιες ζώνες της Μεσογείου και του Αιγαίου, όπου η Άγκυρα συνεχίζει τις παράνομες γεωτρήσεις και σεισμικές έρευνες.

Από την πλευρά μου, ενημέρωσα για τις παράνομες τουρκικές ενέργειες σε σχέση με τα Βαρώσια, κατά παράβαση των ψηφισμάτων του Συμβουλίου Ασφαλείας των Ηνωμένων Εθνών. Ενέργειες που υπονομεύουν τις προσπάθειες του Γενικού Γραμματέα για επανέναρξη των διαπραγματεύσεων με στόχο την επανένωση της Κύπρου με βάση το συμφωνημένο πλαίσιο λύσης.

 

 

Ο κ. Gantz μας ενημέρωσε για την κατάσταση ασφαλείας στο Ισραήλ όπως επίσης στη σημασία που δίνει η χώρα στις συνεργασίες με γείτονες χώρες σε διμερές και πολυμερές επίπεδο.

 

Συζητήσαμε επίσης θέματα σχετικά με την ενεργειακή ασφάλεια, όπως το έργο για τον αγωγό East Med, το οποίο είναι ακόμα ένα σημαντικό πρόγραμμα για την Κύπρο και υποστηρίζεται από την ΕΕ. Όπως γνωρίζεται τα Υπουργεία Άμυνας των τριών χωρών έχουν την ευθύνη για την ασφάλεια του έργου. 

 

Η πρόσφατη υπογραφή του καταστατικού για το Φόρουμ για το Φυσικό Αέριο EastMed ήταν ακόμα ένα θέμα συζήτησης. Δημιουργείται μια σύγχρονη, ανοικτή πλατφόρμα περιφερειακής συνεργασίας χωρίς αποκλεισμούς. Καλωσορίζουμε την ένταξη στο Φόρουμ κάθε χώρας της περιοχής που σέβεται το διεθνές δίκαιο.

Κλείνοντας, εκφράζω την ευγνωμοσύνη της Κυπριακής Δημοκρατίας προς τις κυβερνήσεις της Ελληνικής Δημοκρατίας και του Κράτους του Ισραήλ για τη διαχρονική τους στήριξη στις προσπάθειες για δίκαιη και βιώσιμη λύση στο Κυπριακό πρόβλημα.

 

Η Τριμερής Συνεργασία θα προχωρήσει και θα εξελιχθεί ακόμα περισσότερο γιατί στηρίζεται σε γερά θεμέλια: την ειλικρίνεια, την εμπιστοσύνη, την κοινή θεώρηση για το παρόν και την κοινή προοπτική για το μέλλον της Ανατολικής Μεσογείου. Σε αυτό το πλαίσιο θα εξετάσουμε πιθανή συνεργασία σε σχήμα 3+1 με φίλιες χώρες όπως είναι οι ΗΠΑ.

 

 

JOINT DECLARATION 3rd Trilateral Defense Ministers Meeting Cyprus, Greece, Israel Nicosia, 12 November 2020

The Minister of Defence of the Republic of Cyprus, Charalambos Petrides, the Minister of National Defence of the Hellenic Republic, Nikolaos Panagiotopoulos and the Minister of Defence of the State of Israel, Benjamin Gantz, met in Nicosia, Cyprus, on the 12th November 2020 for the third Trilateral Defence Meeting. 

Our countries are determined to further enhance their robust, ambitious and strategic partnership in the domains of defence and security which aims to foster regional cooperation and partnership and jointly address common challenges and threats. 

Our shared values, the respect for international law and our commitment for a stable, secure and prosperousEastern Mediterranean are core pillars of our partnership. 

We stress that, in order to maintain peace and security in the region, good neighborly relations and cooperation must prevail, on the basis of International Law and respecting UNSC Resolutions. In this framework, we condemn any actions that do not comply with the International law, and undermine regional peace and stability, undertaken by countries or non-state actors. We welcomed the recent, historic, political developments in the region which will contribute for achieving peace, stability and regional cooperation. 

We took stock of the progress made thus far and discussed the way forward for our future joint activities and defence cooperation programme. The three countries now conduct frequent joint military exercises including Air, Naval and Ground Forces drills. Our trilateral defence cooperation is aiming to cross-fertilise knowledge and experiences and to combine capabilities and comparative advantages in productive ways through the participation in training programs and joint exercises. 

We agreed to intensify our defence cooperation mechanisms in order to promote stability and security in the region, including, through examining possible collaboration in a 3+1 format, with partner countries which share the same values and maintain a keen interest for the defence and security developments in the Eastern Mediterranean and the Middle East, such as the United States of America. 

We agreed to further explore and develop new aspects in our defence cooperation, including in the areas of defence industry, research and technology and cyber defence. Additionally, we have agreed to explore avenues to further Corona – related collaboration that may assist with the needs of the hour.  

We remain committed for further advancing our trilateral defence and security cooperation, inter alia, through our agreed annual programme of trilateral activities, notably in the areas of regular coordination on issues of mutual interest, strategic consultations, maritime security, energy security, cyber security and defence related research and development.  

We pay tribute to our respective armed forces who have been also called to assist and provide their support for combating and mitigating the effects of the COVID-19 pandemic to our societies. Despite this unprecedented challenge we have continued our trilateral cooperation, in order to further enhance our defence cooperation, in the region of the Eastern Mediterranean. 

We agreed that the next Trilateral Defence Minister’s meeting will take place in Israel in 2021.
